- In the event of even a moderate CBRN attack in one European country how will cooperation across Europe be orchestrated?
- How can mutual aid between countries be further developed to support both the response and recovery phases?
- What are the barriers to effective integration of an emergency response across Europe?
- What role for the European Commission within its member states, or in relation to EU’s neighbours?
- What role for NATO?
- What lessons on macro-scale coordination can be derived from the response to recent terrorist incidents, natural disasters and industrial accidents?
- Does CBRN terrorism pose different challenges to CBRN accidents?
- Are separate response plans needed for consequence managers?
