The Global Partnership for Action on Gender-Based Online Harassment and Abuse (Global Partnership) is committed to building a rigorous evidence base to enhance understanding of nature and prevalence, including risk and protective factors, and impact associated with experiencing and perpetrating technology-facilitated gender-based violence, and online violence against children and youth. 

This invitation-only event will bring together a cross section of stakeholders, including policy makers, technical data and policy experts, and researchers, from government, academia, civil society, international and regional bodies, and industry, to lay the foundation for establishing reliable, comparable global and regional data to measure technology-facilitated gender-based violence and its effects. The meeting will draw on expert insights, best practices and lessons-learned in order to:

  • Develop the core elements for a shared conceptual understanding and operational definition of technology-facilitated gender-based violence across the life course, including online violence against children and youth;
  • Identify gaps in comparability of current measures and indicators of technology-facilitated gender-based violence to inform future revisions of global survey instruments;
  •  Lay the foundation for a unifying framework for ethical and safe survey data collection and reporting to guide/facilitate standardisation of measures for technology-facilitated gender-based violence and online violence against children and youth;
  • Explore emerging best practices and efforts to establish a measure for online violence against children and youth, such as through the Disrupting Harm research led by UNICEF, ECPAT and INTERPOL, and the Violence Against Children and Youth Surveys led by the U.S. Centers for Disease Control and Prevention;
  • Discuss methodological approaches and innovations, including ethical data collection and use, in metrics and research related to technology-facilitated gender-based violence, and online violence against children and youth, using alternative sources (e.g. big data, citizen-generated data, including from technology platforms);
  • Identify opportunities for strengthening transparency reporting relating to technology-facilitated gender-based violence (including key metrics for online violence against children and youth) by the private sector to promote better access to data on the harms that occur on technology platforms, including suggestions for common approaches to publishing platform data through policy, laws, and regulations;
  •  Formulate an action plan and timeline to develop comparable methodologies and update global surveys to measure technology-facilitated gender-based violence across the life course, including online violence against children and youth.

Insights and recommendations from the conference will inform a white paper on building the evidence base for gender-based online abuse and harassment that will shape the work of the Global Partnership to advance new commitments on data and research, which will be highlighted at the 2023 Summit for Democracy.
