The European approach to democracy promotion [WPS07/4]

This conference discussed the following points:

  • What should be the place of the democracy and human rights agendas in the European diplomatic, and development agendas? What is the correct balance between democracy and human rights, and other interests?
  • Is there a distinctively European approach to democracy promotion? If so, what defines it? Is there a single approach, or is there a set of approaches being separately used by the different actors that have common factors/values?
  • How can European democracy promotion polices and programs be strengthened? Is better co-ordination the answer? Or are new mechanisms and approaches needed?
  • How should Europe position its democracy and human rights related programmes in relationship to U.S. democracy promotion efforts? What is the right balance between working in partnership and pursing a separate European line, and how does that balance vary in different circumstances?
