The conference is designed to enable a selected group of international specialists and experts to contribute to DFID’s preparation for the new White Paper on development. A major theme of this White Paper will be how to ensure best practice in response to situations of fragility – which account for a significant percentage of populations most at risk through extreme poverty, social exclusion and violence.
