The projected security transition that will take place in Afghanistan between July 2011 and the end of 2014 will have major implications for the delivery of both security sector and development assistance.
The conference objectives were:
- to develop broad options for the international civil-military presence in Afghanistan post 2015;
- to outline the international civil-military architecture and activities that seem most able to support stability under different scenarios for the post 2015 environment in Afghanistan; and
- to assess in general terms the key lines of activity and delivery instruments for the civil-military transition process to 2015 and how they might contribute to a scenario in which Afghanistan has made continued progress towards self-sustaining stability.
